The U.S. has a treaty with Israel allowing Israeli notarizations to be accepted in the U.S.

Not that a U.S. notary is only permitted to notarize a document in the state
they are commissioned. Except for special U.S. notaries working on U.S.
"soil" (the embassy in Tel Aviv or the consulate here), they may not
notarize documents. Any such notarization would be invalid.
