The US embassy in Tel Aviv and in Jerusalem have not had any appointments for a few months. I have not been able to renew or get a new passport issued for my boys (aged 14 and 19). They have current Israeli passports. Is there any way that they can travel this summer?
When writing to the Consular services, I was advised that it's not an emergency and i must wait until appointments open up - but nothing has opened up in the past 2 months, My kids are registered in US camps.
Is there any way they can travel this summer?

It's possible to travel on an expired passport...see rules in link above.
