I found out this new, unpublicized change at the consulate last Friday. When applying for a consular report of birth abroad, in only 1 PARENT IS AN AMERICAN CITIZEN, the American parent must prove s/he resided in USA for 5 years, at least 2 of them after age 14.

PREVIOUS REPORTS OF BIRTH ABROAD ARE NO LONGER BEING ACCEPTED AS PROOF!
PROOF NEEDS TO BE:
-original school transcripts or report cards from PUBLIC schools, sealed & signed by the registrar.
**transcripts from private schools must be accompanied by a 501(c)(3) letter from the IRS to prove the school's registration in the state in which it's located**
or
certified tax returns stamped by the IRS or original w2 forms.
They said passports w/entry, exit stamps are 'secondary evidence' and
will be accepted only in special (?) circumstances.
In addition, they were being stricter than ever about differences in names on documents (Hebrew names vs English names, and what they'll accept as an official change of name document- don't ask me about this bc it didn't apply to me).
